Pour ce qui est de la loi générale en Chine, elle ne fait pas mention des passagers pour les scooters ou véhicules dit légers. Uniquement pour les transports en commun et marchandises.
Article 31 (Provisions on Carrying Passengers)
Carrying passengers by bicycles and electric bicycles shall observe the following provisions:
1. A bicycle or electric bicycle may carry only one minor of 12 years old or below;
2. A bicycle or electric bicycle shall have a fixed seat installed to carry one minor of 6 years old or below; and
3. Drivers of 16 years old or below shall not carry a passager on their bicycle.
A noter que pour les scooters, l âge minimum pour conduire est 16 ans.
Donc, toute personne de plus de 12 ans doit en effet descendre

Non-motor-powered vehicles shall observe the following provisions when carrying cargo:
1. Where bicycles, electric bicycles, disabled hand-cranking wheelchairs, or disabled motorized wheelchairs carry cargo, its height from the ground shall not exceed 1.5 meters, its width shall not exceed 0.15 meter from the left/right handlebar, and its length shall not exceed the front wheel and shall not exceed 0.3 meter from the vehicle body at the back;
2. Where man-power tricycles carry cargo, its height shall not exceed 2 meters from the ground, its width of the cargo shall not exceed 0.2 meter left/right from the vehicle body, and its length shall not exceed 1 meter from the vehicle body; and
3. Non-motor-powered vehicles carrying cargo shall take reinforcement measures, so as to prevent the cargo from scattering or drifting, thus affecting driving on roads.
